`VER-1.1-draft.md` §7 states plainly why that cell reads "no corpus": "The numbers themselves have no empirical corpus behind them; assembling one is a ratification prerequisite (RELEASE.md)." scripts/measure_record_sizes.py, this document, and the reproduction command in §2 are that assembly. §5 states exactly what they do and do not establish — read it before citing row 15 as resolved, because it is not.
